The city of Fort Worth is considering a cost-cutting idea, hiring only non-smokers.

“We put taxpayers dollars into health care for our employees,” Mayor Betsy Price said. “Anything that might benefit the health and wealth, make our employees more productive and healthy we’re going to take a look at.”

A city employee proposed the idea, but some fellow colleagues are fuming.

“I kind of see it as a form of discrimination, because as long as you’re not smoking at the job and it doesn’t affect your job, I kind of think it as unfair to choose,” said Irene Jasoni, a city employee.

Puffing away adds up over time for employers across the nation. According to the Centers for Disease Control and Prevention, smoking and secondhand smoke cost $193 billion in health bills and lost productivity every year.

In North Texas, tobacco-free hiring initiatives are already in place at the Baylor Health Care System.

Angela Gatewood, a smoker and future city job seeker, said she is worried the idea could become policy.

“The simple fact that they smoke is not at a reason for them to keep someone from working for them,” she said.

Some smokers, such as Jerry Stemmons, said a new rule would not change their ways.

“I am so late in my career, I don’t care,” he said.

There are several hurdles involving the city’s legal and human resources departments that must be crossed before the proposal could be implemented.

The Fort Worth City Council wants to crackdown on loud noises in the city. Members will meet Tuesday night to talk about proposed changes to the current noise ordinance.

The city said it’s a fine line between promoting businesses and protecting neighbors from too much noise. The proposed ordinance would allow police and code enforcement to measure the decibel level of the violation with a noise meter from the location of the complainant.

The city wants to keep residential levels below 70 dBa and in entertainment districts, like the Central Business District, Trinity Uptown and West 7th Village below 80 dBa and the hours are extended on the weekends.

Here’s the proposed hours and decibel levels:

All residential (one-, two- and multi-family) zoning districts:

Daytime: 7 a.m. to 10 p.m. = 70 dBA
Nighttime: 10 p.m. to 7 a.m. = 60 dBA

All non-residential and mixed-use zoning districts outside “H” Central Business District and “TU” Trinity Uptown:

Daytime: 7 a.m. to 10 p.m. = 80 dBA
Nighttime: 10 p.m. to 7 a.m. = 70 dBA

“H” Central Business District, “TU” Trinity Uptown, and West 7th Village (per attached map)

Sunday – Thursday
Daytime: 7 a.m. to 10 p.m. = 80 dBA
Nighttime: 10 p.m. to 7 a.m. the following day = 70 dBA

Friday – Saturday
Daytime: 7 a.m. to 2 a.m. the following day = 80 dBA
Nighttime and Sunday: 2 a.m. to 7 a.m. = 70 dBA

All zoning where ambient noise level exceeds the prescribed maximum level:

7 a.m. to 10 p.m. = Existing Ambient (dBA) + 3 dBA
10 p.m. to 7 a.m. = Existing Ambient (dBA)

There is a gray area. If a noise meter is not available, there can be a violation if the officer believes the sounds are “disturbing to a reasonable person.” The noise level is measured at the complainant’s property line, not at the sound source.

Police said they will try to get the person to turn down or stop the noise, if not, this is another way to enforce it.

The plan covers all kinds of sounds in the city from bar music to garbage trucks, construction areas even animals like dogs or roosters.

The Fort Worth City Council meets at 7 pm Tuesday. If the changes are passed, violators can be fined up to $500 per violation.

American Airlines canceled another 296 flights Friday as repairs continued on planes grounded by hail damage in Texas, but it hoped to be nearly back to normal operations Saturday.

Spokeswoman Andrea Huguely said the cancellations Friday affected flights in and out of Dallas-Fort Worth International Airport, American’s biggest hub.

Since Tuesday’s storms, American and its American Eagle affiliate have canceled about 1,900 flights. Huguely said they expected only 27 cancellations Saturday.

Of the original 108 planes hit by hail, 55 were still out of service. They are one-aisle planes, mostly MD-80s, that American uses for flights within the United States and to nearby international destinations such as Mexico. Huguely said the airline was finding planes to operate all international flights, and all the remaining cancelations were domestic trips. Some international flights were canceled in the storms’ immediate aftermath.

Huguely said American’s two-aisle or widebody planes used on longer international flights were either already in the air or parked in hangars when DFW was hit by storms that also spawned about a dozen tornadoes in north Texas.

The airline has not estimated the financial damage from the storm and canceled flights. Frontier Airlines lost $10 million last year after hail damaged 22 planes in Denver, and it suffered far fewer canceled flights than American.
